Irma Esparza Diggs

Irma Esparza Diggs is a seasoned public affairs professional with extensive experience serving and amplifying local and national advocacy interests. Irma’s incomparable work ethic and strategic political sense have earned her key positions in both the legislative and executive branch of the federal government, as well as managerial roles in national issue advocacy organizations and a diverse array of political campaigns across the country. 

Currently, Irma serves as a Senior Executive and Director of Federal Advocacy for the National League of Cities (NLC), spearheading and elevating the organization’s grassroots and lobbying efforts on behalf of NLC’s member cities. Her leadership and commitment to community engagement have been instrumental in raising the profile and reach of local elected officials on Capitol Hill, in the White House and throughout the United States.

Prior to joining NLC, Irma served as Chief of Staff in the Office of Legislation and Congressional Affairs at the Department of Education under Secretary Arne Duncan and John King. Other roles she served include Executive Director of the U.S. House Democratic Caucus, D.C. City Council Chief of Staff, Congressional Liaison at the Department of Commerce during President Clinton’s Administration, aide to Congresswoman Eddie Bernice Johnson from her home state of Texas, and as a key operative for the American Federation of State and County Municipal Employees (AFSCME). Irma earned her BA from The Catholic University of America and an MPA from American University.
